Security Industry Compliance

Locksmiths in Australia and New Zealand are required to comply with legislation and regulations relating to:

          1.     Security Industry Licensing, and

          2.     Occupational Health and Safety (OHS) in the Building and Construction Industry

1.  Security Industry Licensing

The security industry in Australia covers a broad range of activities including bodyguards, crowd controllers, security guards, private investigators and persons (including locksmiths)involved in providing specified security advice, services and/or products. The industry is regulated by a system of licensing which  is the responsibility of the individual States and Territories each of which have enacted their own legislation and regulations. 

Legislation in each jurisdiction is the law enacted to control the industry.  The way in which these laws are applied is governed by a set of rules or Regulations which specify how the legislation is to be administered in each jurisdiction. Unfortunately,  the requirements in each jurisdiction  are quite different and there is very little uniformity across the nation.

OH & S for the Building and Construction Industry

It is now compulsory for all personnel working on commercial and residential construction sites across Australian states and territories to prove that they have undergone OH&S induction training.  Two types of induction induction training are required:

  • Construction induction training, and
  • Site induction.

This applies to locksmiths, apprentices, trainees and anyone on work experience.

Construction induction training

This general construction industry induction must be provided by a Registered Training Organisation (RTO).  Those who successfully complete this training will be issued with a Construction Induction Card by the relevant government workplace relations authority. These cards are known as:

  • Blue Card - Queensland (can be used in NSW)
  • White Card - NSW (previously a Green Card)
  • Construction Induction Card - Victoria (previously a Red Card which existed before July 2008 and which remains valid)
  • Green Card - WA

RTOs may issue a Construction Statement of Attainment which serves as proof that the holder has completed induction training pending processing of a Construction Induction Card.

Site Induction

Employers must ensure that anyone employed to do construction work is given OH&S training about that particular particular workplace before they start work on the site.  This also applies to contractors and sub contractors engaged to work on the site.

The aim of site induction is to ensure that workers are familiar with the OH&S rules and procedures of each particular construction site - e.g. emergency procedures, supervision arrangements, who the Health and Safety Representatives are and any other site-specific issues.
